WASHINGTON PARK, Ill. (AP) – A southeast Missouri man who says he was shocked with a stun-gun while handcuffed in jail has settled a federal civil rights lawsuit against a small southwestern Illinois police force.
Yancy Carden of Sikeston, Missouri, sued Washington Park over his April arrest following a dispute about a $200 bar tab at a St. Clair County strip club.
The Belleville News-Democrat reports Carden and the village tentatively agreed to settle a complaint in which he sought at least $100,000 in damages. Online records don’t indicate the amount.
St. Clair County State’s Attorney Brendan Kelly says his office reviewed the case but declined to file charges against the accused officer. He no longer works for the department.
