The law aims to prevent drug overdose deaths by protecting witnesses or bystanders who call 911. While the law provides immunity to the caller from being prosecuted for using drugs, it remains tough on drug dealers.

Opiate abuse, including both heroin and prescription drugs, is one of the fastest growing drug problems in the United States and has been classified as an epidemic by the Centers for Disease Control and Prevention.
