St. Louis, MO  (KTRS)  A plan to open a 24-hour homeless shelter north of downtown St. Louis is being put on hold.

On Wednesday, a three member financial board, which consists of Mayor Francis Slay, Comptroller Darlene Green, and Board of Aldermen PresidentLewis Reed, failed to approve a contract for the Biddle House. This was a result of a heated discussion on whether or not residents had a chance to weigh in on the project, a point raised by Reed.

The Biddle House was scheduled to open on August 1st. City leaders are expected to take up the measure again.
