WASHINGTON (AP) – The four-decade-old ban on exporting crude oil may end up getting lifted in a must-pass year-end spending bill lawmakers are scrambling to complete.

Lifting the ban is a top ask for GOP negotiators working on the sprawling legislation. In return, Democrats are seeking various environmental priorities, including making permanent tax credits for solar and wind energy production.

Government funding runs out Wednesday at midnight, but Congress may need to pass another short-term extension of a day or two. Negotiations on the $1.1 trillion government-wide spending bill are dragging on. It’s become a complex grab-bag for priorities and trade-offs large and small, and is intertwined with another massive bill extending dozens of tax credits.

The legislation may not be finalized until Tuesday.
