IL lawmaker weigh ban on traffic ticket quotas

Friday, 11 April 2014 17:11 Published in Local News

Traffic ticket quotas may soon be a thing of the past in Illinois.

A proposal to outlaw them has cleared the state Senate and will be considered in the House. The legislation says police officers can't be evaluated on the number of citations they write.

The bill's sponsor says it will let officers use more discretion in deciding whether or not to give someone a ticket.

The man who shot and paralyzed a Florissant police officer two years ago will spend a lifetime in prison -- two of them, in fact.  Twenty-two year old Brian Cannon Junior was sentenced this morning to two life terms plus 20 years.

He had been convicted last month of first-degree assault of a law enforcement officer, two burglary counts, car theft, and other felonies.

Officer Mike Vernon had been searching an alley for a suspected burglar in May of 2012 when Cannon popped out of a dumpster and began shooting. Vernon was struck three times and is paralyzed from the waist down.

In an interview after Cannon's trial, Vernon told reporters he wanted Cannon to sit in prison and think about the fact that he (Vernon) wasn't going to open the lid to the dumpster where Cannon had been hiding.  Vernon said he wanted Cannon to realize that he wouldn't have been discovered if he'd just kept still.

An independent report says the University of Missouri failed to follow parts of the federal law that governs sexual harassment when handling the case of a former swimmer's suicide.

The report released Friday says the Columbia campus should have investigated 20 year old Sasha Menu Courey's 2011 death after her parents raised questions about the events leading to her suicide.   Menu Courey alleged she had been sexually assaulted by as many as three football players 16 months before she died.

School officials have previously said they didn't act sooner because neither Menu Courey nor her parents sought a police investigation and didn't respond to a later request for information.

The case has been referred to Columbia police.
