JEFFERSON CITY, Mo. (AP) - Missouri's transportation chief is warning that the state won't have enough money to maintain its roads in a few years.
 
The state's construction budget for roads and bridges has fallen from about $1.3 billion annually five years ago to $685 million this year. Transportation Department Director Dave Nichols said Thursday that the annual road-and-bridge budget is projected to fall to about $325 million in 2017.
 
That's considerably shy of the $485 million annually that Nichols says it takes to maintain the highway system in its current condition.
 
Nichols spoke at a transportation conference in Jefferson City hosted by the Missouri Chamber of Commerce and Industry.
 
Some of those at the conference are pushing a proposed ballot initiative that would ask voters to impose a 1-cent sales tax for transportation.

Some good news after a rough morning commute: MoDOT has opened many lanes on I-55 near Bayless.

 

The highway was closed for more than six hours after a collision between a tanker truck and a MoDOT plow. Authorities say the crash caused a fuel leak. Emergency responders used sandbags to keep the fuel from reaching a nearby creek.

MoDOT has work planned this week that will close sections of the Poplar Street Bridge.
 
Crews will close the ramp from northbound Interstate 55 to the eastbound Poplar Street Bridge from 8 PM Wednesday until 5 AM Thursday. Then starting at 8 PM Thursday until 5 AM Friday, crews are closing the ramp from eastbound I-70 to the bridge.
 
On Wednesday night, commuters should use westbound I-70 to Salisbury Avenue, turn around on the bridge, and take eastbound I-70 to get onto the PSB.
 
On Thursday, drivers should detour southbound on I-55 to 7th Street, cross beneath the interstate, take a right on Marion Street, and then take northbound I-55 to get onto the PSB.

St. Louis prepares for second winter storm

   St. Louis is bracing for its next winter storm.  The National Weather Service has issued a Winter Weather Advisory for the entire metro area from noon Friday through 6:00 p.m. Saturday.  The forecast is calling for a mix of rain, freezing rain and snow.  
   That mix makes it tough for crews to get a head start by pre-treating roads.  
   St. Louis Streets Department spokesman Kent Flake told Fox 2 News there's not much the crews can do to prepare for a winter storm that starts with rain.  "Any time it rains, you can't brine, you can't pre-treat," he said.  "Anything you put on the street just washes down the drains.  So this is when we just have to sit back and wait for it to actually snow and take care of it."
   Flake says city crews and trucks are standing by, ready to begin spreading salt brine as soon as frozen precipitation begins to fall.  
   By contrast, MoDOT and IDOT officials opted to begin pre-treating roads Thursday.
   MoDOT spokesman Drew Gates says they wanted to err on the side of caution. "Just to make sure that if we do start off with some ice, that we have something on the roadway that will help start that melting process and try to keep it from locking down into the roads," Gates said.

MoDOT preparing for wintry weather

Officials with the Missouri Department of Transportation are preparing for expected winter weather this week.

MoDOT crews are ready to plow and treat roads as needed. They want to remind drivers that even a light precipitation can cause roads to become slick. Motorists should allow for extra time when there has been inclement weather.

One of the easiest ways to check road conditions is the MoDOT Traveler Information Map which can be found at modot.org.

MoDOT also released some tips for driving in inclement weather:

      ·Slow down.

      ·Steer and brake gently.

      ·Accelerate slowly at intersections.

      ·Allow extra space between your vehicle and the one ahead of you.

      ·Stay back 100 feet from snow plows that may be spreading salt.

      · Avoid passing snow plows, even when on a multi-lane road.

      ·Be aware that bridges and overpasses generally experience freezing conditions first.

KANSAS CITY, Mo. (AP) - A newly released report says a funding gap exists between the transportation system that Missourians demand and the one the state can provide with current funds.

Missouri Department of Transportation officials outlined more than $70 billion of wants, needs and projects Thursday in unveiling a draft of the agency's latest 20-year plan.

But MoDot said that the amount is significantly greater than the estimated $17.3 billion of funding available over the next 20 years. One of the most expensive proposed projects - improving Interstate 70 between Kansas City and St. Louis - would cost from $2 billion to $4 billion.

MoDot talked to Missourians statewide about what they wanted in developing the draft.

Drivers are encouraged to avoid a section of Mid Rivers Mall Drive starting tonight.

MoDOT is shutting down the Mid Rivers Mall Drive Bridge over Interstate 70. One lane in each direction on the bridge will close at 7 p.m.  Then at 11 p.m., crews will close the entire bridge for paving work.

The bridge should reopen Wednesday evening.

   St. Charles County drivers can expect delays this week near Mid Rivers Mall.  

   The bridge carrying Mid Rivers Mall Bridge over Interstate 70 closed at 11:00 p.m. Monday for paving operations.  Missouri Transportation officials say it will be closed until Wednesday evening.  

   The work is part of the diverging diamond interchange being built to ease congestion at I-70 and Mid Rivers Mall Drive.

   MoDOT officials say more road closures are planned for the last week of October.

It's that time of year to check and double-check and that is why safety child seat checkups will be available on Saturday.

National data reveals up to 80% of all child safety seats are installed incorrectly, so the Missouri Department of Transportation is teaming up with Safe Kids to host child safety seat  checkpoints in St. Louis County, Franklin County and Jefferson County.

The checkpoints will be staffed by safety technicians from MoDOT and Safe Kids this Saturday from 10 am to 2 pm.

The checkpoint in St. Louis County is at Holy Trinity Church, 3500 St. Luke Lane in St. Ann.  

In Franklin County the location is Mercy Hospital in Washington and in Jefferson County, the High Ridge Fire Protection District on High Ridge Blvd. will host a checkpoint.

Area transportation officials are trying to make it as easy as possible for fans to travel into downtown St. Louis for the Cardinals and Blues games today. The Redbirds open postseason play at Busch Stadium with a 4:07 first pitch against the Pittsburgh Pirates. The Blues open their regular season against the Nashville Predators with a 7:30 faceoff at Scottrade Center.

The Missouri Department of Transportation reminds drivers heading eastbound on Interstate 70 they now have the option of taking the new Tucker Boulevard exit ramp and following the new section of Tucker into downtown.  The Pine Street entrance to westbound Interstate 64/40 opened on Wednesday. MODOT also says it will not have any work zones in the city of St. Louis prior to the games.

The Illinois Department of Transportation will postpone westbound lane restrictions on Interstate 64 and Interstate 55/70 in the Metro East until 8 p.m. 

And Metro transit spokeswoman Patti Beck says the agency will have extra staff on duty today and will be prepared to add MetroLink trains should there be signs of crowding.
