Funds for Fulton State Hospital nixed

JEFFERSON CITY, Mo. (AP) - Missouri Gov. Jay Nixon is criticizing House budget writers for not going along with his plan for constructing a new mental health facility at Fulton State Hospital.
The governor wants to issue $198 million in bonds for the facility. He asked lawmakers for $14 million in the current state budget for initial bond payments, but the House Budget Committee did not include those funds in its proposal.
Nixon said Wednesday that he is "sick and tired" of inaction on the hospital and that its current conditions were a threat to patients and employees. Lawmakers say the funds weren't needed in the current budget.
The hospital opened in 1851 and is the oldest public mental health facility west of the Mississippi River.

JEFFERSON CITY, Mo. (AP) - Missouri Gov. Jay Nixon is proposing $198 million in bonds for a new maximum and intermediate security facility at the Fulton State Hospital.
The hospital has Missouri's only maximum security psychiatric facility, and patients include those committed by the courts for treatment. It also is the statewide treatment facility for people who have been found guilty or unable to stand trial because of mental disease.
Nixon is proposing a $14 million supplement to the current year's budget for the hospital and another $14 million in his recommendations for the 2015 budget that takes effect July 1.
The governor's budget director says bonds would be issued if lawmakers approve the supplemental budget request. One option would be issuing the bonds through the Missouri Development Finance Board.

FULTON, Mo. (AP) - Lawmakers on both sides of the political aisle agree that Missouri's state hospital for the most severely ill and dangerous mental health patients is in dire need of repair, but it remains unclear just how to come up with the more than $200 million needed to replace the crumbling Fulton State Hospital.

The facility is Missouri's only maximum security psychiatric hospital. The St. Louis Post-Dispatch reports that some of the buildings on the 95-acre site are completely abandoned. Others are in such bad shape they raise safety concerns for patients and staff.

Republican state Sen. David Pearce of Warrensburg heads an interim Senate committee reviewing state building repair needs. He says many of the state's more than 6,000 buildings need fixing, but dollars are scarce.

Missouri mental health officials are hoping Governor Nixon and state lawmakers will include the Fulton State Hospital in a proposed state bonding package.

The hospital is Missouri's only maximum and intermediate security psychiatric hospital and is the oldest public mental health facility west of the Mississippi River.

The Department of Mental Health is proposing a new 300 bed, high-security facility that would cost about $211 million.

Officials say current facilities are antiquated and a new building would save utility cots and make for a safer facility.

Fulton State Hospital is in Fulton, Missouri, about 100 miles west of St. Louis.
