HARTFORD, Conn. (AP) - A federal judge in Connecticut has again ruled that competitive cheerleading is not a sport, and Quinnipiac University remains under an injunction that requires the school to keep its women's volleyball team.

Several volleyball players and their coach successfully sued the university in 2009 after it announced it would eliminate volleyball for budgetary reasons and replace it with a competitive cheer squad. The judge issued the injunction at that time.

On Monday, the judge ruled that upgrades to cheerleading - now called acrobatics and tumbling - still do not make it a sport, and said that even with the addition of a women's rugby team, the school must keep volleyball out of Title IX restraints that ban sex discrimination in federally funded school programs, including sports.

SPRINGFIELD, Ill. (AP) - Gov. Pat Quinn says even though the proposed budget makes tough cuts to education he's preserving a few areas, like early childhood education and some college scholarships.

The Chicago Democrat delivered a budget address Wednesday that calls for about $400 million in cuts to education.

Quinn says early childhood development is crucial as is the Illinois Monetary Award Program, or MAP grant program.

Quinn says access to higher education is fundamental to a student's earning potential.

Quinn says the cuts to education are because of lawmakers' inaction on the pension crisis. He says trying to catch up on a nearly $100 billion pension hole is crowding out spending on other areas, particularly education.

Police have identified the two people killed in Tuesday's shooting in the city's Duchtown neighborhood.

St. Louis police say 37-year-old Terence Anderson had been returning house keys to his ex-girlfriend 32-year-old Nichole Haynes around one o'clock Tuesday afternoon in the 4600 block of Tennessee. Police say the two had just broken off their relationship and allegedly began arguing. By the time police arrived at the home, the woman was dead--shot and killed on her front porch. The man's 15-year-old daughter was shot but is expected to survive.

Anderson fled but Chief Sam Dotson says officers caught up with him and cornered him on a one-way street on the other side of town.

"As he began to back up, the suspect pointed a gun out the rearview, out of the rear window of the vehicle. And at that time, the officers that were following the vehicle exited their vehicle and took offensive positions. And fearing that the individual was about to shoot at them, began firing at that suspect."

Anderson was shot and killed by two officers who have been on the force four years.
