UPDATED at 5:23 PM:
The man responsible for a four-hour standoff in Belleville this morning, is now facing charges.
The incident started when Dougford Butler allegedly attacked a woman from a previous relationship. He then drove off. Officers found that car outside a home and determined Butler was holed up in the house.
Around 11:30, Butler peacefully surrendered to police.
He is now charged with one count of home invasion and held on a half-million dollar bond.

Overall, crime is down in the first quarter of 2013, according to new stats from the St. Louis Metropolitan Police. Except for one St. Louis neighborhood. The Dutchtown neighborhood leads the way in many of the major crime categories. Dutchtown is bounded by Chippewa, Walsh, Compton and Gus(Teen). St. Louis Police Chief Dotson told the board of police commissioners yesterday that homicides are down by 10% across the city compared to last year over the first quarter. 30 murders have been reported so far this year compared to 33 last year. Gun-related aggravated assaults are also down significantly. Meanwhile, the number of rapes are on the rise, however the FBI recently expanded the definition of rape, and if that definition was in place last year, those rape numbers would actually be down.
UPDATE: Traffic moving along I-270
A massive accident along I-270 had traffic slowed to a crawl this morning. If you're sitting in traffic along I-270 in north county--you will be there for at least another hour. The Illinois Department of Transportation says it won't be cleared until 10:20 or 10:30.

CAHOKIA, Ill. (AP) - Police say a suspect running from authorities jumped from a highway ramp leading to a Mississippi River bridge into St. Louis. The man survived and is hospitalized.
The Belleville News-Democrat reports that investigators in Cahokia, Ill., just southeast of St. Louis, were conducting a sweep Wednesday for fugitives and illegal drugs and guns when the man sped away from police trying to stop his car.
The suspect then crashed on an on-ramp of the Poplar Street Bridge and tried to flee on foot before leaping over a guardrail.
Police say he survived the fall and attempted to hide after he landed but was arrested.
His name and medical status were not immediately available Thursday.

NEW YORK (AP) - Singer Andy Williams' eclectic art collection has brought $46 million at a New York City auction.
The works sold on Wednesday, the first of a two-day sale at Christie's.
The late singer's taste ranged from contemporary, impressionist and modern to Latin American and 20th century decorative art and design.
He collected over a 60-year period. The works were displayed at his California and Missouri homes, as well as his Moon River Theater in Branson, Mo.
Auction highlights included Willem de Koonings' "Untitled XVII," which fetched $9.7 million and Jean-Michel Basquiat's "Furious Man, which realized $5.7 million.
Williams died last year at age 84.
The baritone was known for his wholesome, middle-America appeal and easy-listening hits including the theme to the Oscar-winning tearjerker "Love Story."

One person in Missouri is $1 million richer after matching the five white balls in Wednesday night's Powerball drawing.
The numbers drawn were 2-11-26-34-41, with a Powerball of 32.
No one won the $360 million dollar Powerball jackpot. With no winner, Powerball officials project that the next drawing will be worth an estimated $475 million.
A Florissant man is dead after being electrocuted at a north county manufacturing plant.
An employee of St. Louis Cold Drawn arrived just after 4:00 a.m. Wednesday and found 55 year old Mach Nguyen lying on the ground next to an electrical box. Burnt strands of hair were found on one of the coils.
Nguyen was rushed to a hospital where he was pronounced dead.

The City of Ellisville is still without a mayor after the City Council vote to reinstate ousted Mayor Adam Paul ended in a 3-3 tie Wednesday night.
The result surprised many residents and Paul supporters. That's because one of three new council members who took offices after Paul was impeached voted not to reinstate him. Many had believed that council member Cindy Pool had been a Paul supporter.
Paul says he was disappointed with Pool's vote. He says she isn't listening to her constituents and that's going to be costly. "You know, it's going to cost the city probably a quarter-million dollars now," he said. "It's just more of the same we had with our last council."
Paul's attorney says he'll ask a judge next week to reinstate Paul while he awaits a ruling on his appeal. The court date for that appeal hasn't been set.
The Council did agree to hold a special election for Mayor in November.
ST. LOUIS (AP) - A St. Louis County woman has been found guilty of federal charges for illegally claiming more than $3 million in tax refunds.
A federal jury convicted 69 year old Nancy Cicero of Kirkwood Wednesday on four counts of filing false claims with the IRS. A sentencing date was not set.
Federal prosecutors say Cicero claimed false refunds for the years 2005 through 2008 on taxes she claimed to have paid on bond income, and falsified documents as part of the scheme.
The St. Louis Post-Dispatch reports that Cicero is an adherent of a theory claiming that those with knowledge of proper procedures can obtain hundreds of millions of dollars in their name being held in trust by the government. An IRS investigator called the argument "frivolous."

Police in Crystal City are turning to the public to identify the suspect in a bank robbery.
Witnesses told police that a white man in his mid-20's walked into the US Bank on Bailey Road early Wednesday afternoon and demanded money from a teller. The suspect ran off with an undisclosed amount of money.
