St. Louis County police says a revised law could be to blame for an up-tick in stolen cars. The Post-Dispatch reports the law, which took effect last August, made it legal to sell a nonfunctioning vehicle 10 years or older without a title. The law was intended to help rural landowners get rid of abandoned vehicles on their property. Instead, police say, thieves are making off the cars and selling them for scrap, often making between $200 and $500.
