Inmate found hanged in Madison County jail cell

A 55-year-old Maryville, Illinois man hanged himself Thursday morning in his cell at Madison County Jail. Madison County Sheriff Robert Hertz says jail staff found the man at approximately 5:30 a.m. He'd hanged himself using personal undergarments.

Hertz said the inmate had been jailed since August 24, 2011 on the following criminal charges: aggravated criminal sexual assault, aggravated unlawful restraint, solicitation to commit home invasion, solicitation to commit aggravated kidnapping, solicitation to commit residential burglary, and unlawful possession of contraband in a penal institution (for making homemade weapons at the county jail).

The solicitation and contraband charges were filed against the inmate Wednesday after detectives learned he was planning to attack the woman he allegedly sexually assaulted in August 2011. Guards at the county jail administered emergency medical treatment until Edwardsville Fire Department Emergency Medical Services arrived and determined the inmate had died. Per sheriff's office protocol, the Madison County Coroner's Office, Illinois State Police and the Illinois Department of Corrections were notified of the suicide and are conducting a joint investigation.

The inmate's name is not being released.

Ameren sells off IL coal plants

St Louis based utility Ameren Corporation is getting rid of its troubled Illinois power generating business.

They claim dumping the Illinois coal plants will reduce business risk, improve earnings and strengthen its balance sheet. Ameren executives say the company will focus on its utilities and the expansion of its transmission system.

Dynegy Inc. will buy the five Ameren coal-fired power plants representing more than 4,100 megawatts of generating capacity as well as Ameren’s power marketing business.

Ameren will receive no cash in the deal, but it will benefit by offloading $825 million of debt tied to the generating business. The company said it will also realize $180 million in tax benefits.

Market Street downtown closed due to burst water main

A broken water main could cause delays for drivers in downtown St. Louis. The City Streets Department hopes to have it repaired by 5 p.m. Friday, in time for the St. Patrick's Day parade Saturday.

The water main burst overnight Thursday at Market and 17th Streets near the main post office.

Water began gushing into the intersection of Market and 16th around 10:30 p.m. Wednesday, just as fans were beginning to leave a Bon Jovi concert at the Scottrade Center.

The water was shut off around midnight, but there is significant damage to Market Street. It is closed between 16th and 17th streets.The main has been shut off and crews are working to repair the pavement.

The parade and run routes are expected to go through the intersection on Saturday. Both the water and street department said there's going to be a run and parade, but they will have a backup plan in case the job isn't finished.
